A commercial security bid should define the job well enough that the owner can tell what will be installed, tested, documented and supported. Camera counts and door counts are not enough. The proposal should address views, credentials, recording, cabling, PoE, network responsibilities, commissioning and exclusions.
Camera scope
- Purpose and location of every camera view
- Indoor, outdoor, day and night requirements
- Recorder, storage method and retention target
- Remote access, user roles and account ownership
- Analytics or alerts that are included and who will tune them
- Existing cameras or NVR equipment that will remain
Access-control scope
- Door and gate inventory
- Readers, panels, credentials and administrator workflow
- Locking hardware and door-vendor responsibilities
- Request-to-exit, door contacts, power and backup
- Cloud subscription or licensing requirements
- Migration or takeover of existing users and panels

Network wiring and fiber scope
The bid should identify cable type, approximate pathways, termination, labels, rack work, patch panels, testing and documentation. It should also state who provides PoE switches, network configuration, internet service and any fiber backbone between equipment rooms or buildings.

- Day and night camera testing
- Door, gate and credential testing
- Recording and retention verification
- Named administrator accounts and password turnover
- Device labels, camera names and basic as-built documentation
- Owner or manager training
Service, exclusions and change conditions
The proposal should explain warranty or service terms that actually apply, along with exclusions such as electrical work, door repair, patching, lift rental, trenching or internet service. Existing concealed conditions should be addressed through a defined change process instead of vague assumptions.
